vbf2bin and bin2vbf

hello i have a question i know that there are a converter in the program to convert vbf to bin
but is it possible to get a converter that does bin to vbf so that it would be possible to flash a new file to pcm example a tunning file for kess is in bin and example the mondeo 1.6diesel is a problem to read and program with kess but no problem to flash with vbf file in ucds or ids
